What is a NAV?
NAV is an acronym for “Neighborhood Activity Vehicle.” Kawasaki envisions the NAV 4e as the ultimate Personal Transportation Vehicle or PTV for communities, whether gated or not, where PTVs and LSVs (low-speed vehicles) are permitted on public roads.
Regulations for Low-Speed Vehicles (LSVs), Personal Transportation Vehicles (PTVs), and golf carts vary significantly, particularly regarding speed limits, safety requirements, and road access. LSVs are federally regulated and must be capable of speeds between 20-25 mph, be registered with the DMV, and include safety features like headlights, seat belts, turn signals, and mirrors. They are allowed on roads with posted speed limits up to 35 mph, depending on state and local laws. PTVs, like the Kawasaki NAV 4e, are designed for neighborhood use and often operate at speeds up to 19 mph. Unlike LSVs, they typically don’t require DMV registration but must comply with local ordinances, which may include specific equipment like lights and seat belts. Golf carts, on the other hand, are generally the least regulated, with speed limits capped at around 15 mph. They are often restricted to private property or designated paths but may be allowed on public roads in some jurisdictions if modified to meet safety requirements. The exact regulations for all three categories vary by state and municipality, making it essential for owners to check local laws before driving on public roads.
Kawasaki is also very adamant that the NAV 4E is not a golf cart.
